S. Korea mulls WTO action against U.S. safeguard on solar panels

The South Korean government said it will consider filing a complaint at the World Trade Organization (WTO) to challenge the United States if it takes safeguard action on Korean solar panels.

The Ministry of Trade, Industry and Energy met with domestic solar workers on Wednesday to respond to the recent recommendations from the U.S. International Trade Commission (ITC).

The ITC released a set of remedies on Tuesday (local time) to protect the U.S. solar industry from cheaper imports and submitted recommendations to U.S. President Donald Trump, who will make a final decision by early January.

The commissioners agreed on a tariff-rate quota which involves applying tariffs of up to 30 percent on imported solar panels and 35 percent on modules exceeding a certain amount. Korean solar businesses said the high tariffs would devastate the industry given the low profit margin.

Government and industry officials plan to build up a strong case against import restrictions before the final decision is made. The trade ministry said it will submit its statements to the U.S. Trade Representative this month and voice its opinions at the public hearing on Dec. 6.
