South Korean President Moon Jae-in on Thursday vowed to seek a constitutional revision aimed at decentralizing power by giving more control to local autonomous governments.
“I will push for a Constitutional revision to realize decentralization of power,” Moon said, in a ceremony at Yeosu Convention Center in Yeosu, South Jeolla, on Thursday, marking the country’s fifth Local Autonomy Day.
For the goal, the government will propose to define local autonomous organizations as separate governments in the Constitution to allow each government the authority in lawmaking, administrative management and budgeting.
To ensure better finance at local governments, the ratio of national and tax distribution would be adjusted to 7:3 and in the longer run 6:4.
He will push ahead with hosting innovative cities in other districts for balanced growth.
“We should not leave the capital area to become a black hole that sucks in people and money,” Moon said.
The president noted that currently, innovative cities across regions are becoming key bases for boosting regional economy and growth, and that he will develop innovative cities into large-scale clusters to enhance competitiveness of regional industries and living conditions.
