Seoul to remodel public sites to rented homes, give away vacation money

The South Korean government came up with inventive and generous ideas to augment its economic slogan of “people-led growth” under liberal President Moon Jae-in through increased hiring and income such as refurbishing old public buildings to apartments to rent out to young people and giving out cash to encourage salary workers to go on vacation trips.

Under the action plans in the economic policy outline released on Tuesday aimed to narrow income disparity and improve quality of life, the ministry of land would turn public sites housing police stations, community centers and post offices that are 30 years or older into residential complex to make 20,000 homes available for young singles or married couples. By 2022, such public rent supplies will reach 50,000 units.

The sites would also include public daycare centers. The government can provide the facilities cheaper and faster because it is remodeling public sites.

The government will encourage collaborative research and development and marketing by small and mid-sized enterprises. It will allocate 36 public projects worth 7.5 billion won ($6.8 million) to coalitions of small enterprises. Cooperative organizations would be given preference in public procurements.

The government will also borrow the so-called Cheque Vacances concept of France for initiation from next year. The government will put together certain amount of money with employers and employees and use it to subsidize vacation expenses for workers. The program was experimented for a year in 2014, but did not last due to poor participation from employers.

The government also is mulling to extend substitute holidays to promote more workers to take longer breaks.
