POSCO Energy wins Vietnamese govt’s approval to build another coal power plant

South Korea’s leading energy producer POSCO Energy Co. has received a go-ahead from the Vietnamese government to construct its second coal-fired thermal power in Vietnam at a cost of about $2.5 billion.

The company said on Thursday that it has gotten the green light from the Vietnamese government to carry out its project of establishing a new coal-fired power plant in the Southeast Asian country proposed since 2015. The new Quynh Lap Ⅱ coal-fueled power plant will be built in Dong Hoi, Nghe An Province in northern central Vietnam, about 270 kilometers away from Hanoi. The plant will have an annual production capacity of 1,200 megawatts (MW), with two 600 MW reactors. The company will spend about $2.5 billion in the project, according to sources.

The new power plant project will be conducted on a build, operate and transfer (BOT) contract where the company sells power produced at the plant to state-run Vietnam Electricity (EVN) for 25 years after construction, and transfer the ownership to the government.

POSCO Energy plans to break ground in 2022 after conducting feasibility test and striking related contracts, and complete construction by 2026.

It will be the company’s second coal-fired plant in the South East Asian country after Mong Duong Ⅱ coal-fired thermal power plant in Quang Ninh Province that it completed construction and started operations in October 2015.

The provincial government expects the new coal power plant to feed enough power to the special district for heavy industries, a project pursued by the government to stimulate the local economy.
