South Korean exports would have bottomed out in the fourth quarter after finishing 2016 on second-straight-year contraction and rebound from next year, said Joo Hyung-hwan, Minister of Trade, Industry and Energy.

Exports in December are estimated to have sustained on-year growth after the November recovery to end the two-year losing streak in quarterly shipment, he said at a press conference on Monday, giving a rare positive outlook on the economy when most domestic and foreign institutions have estimated no-growth or contraction in the fourth quarter and turned pessimistic about 2017 outlook as political uncertainties at home and abroad have added unprecedented troubles and challenges in the Korean economy.

“There are uncertainties from the U.S. interest rate hike and increasing trade protectionism, but the global economy is expected to make a steady recovery next year,” he said, predicting around a 2 percent growth in exports in 2017.

To further sustain exports, the government will increase bilateral and multilateral free trade agreements and promote exports of consumer items like pharmaceuticals and cosmetics to take up 15 percent share of total shipment

The government will also increase trade financing budget by 8 trillion won ($6.7 billion) next year to 229 trillion won.
