Korean gov’t to fine-tune action plans to retool troubled industrial sectors

The South Korean government will come up with specific action plans to strengthen longer-term competitiveness of backbone manufacturing industries that hinge largely on supply and demand, said deputy prime minister for economy Yoo Il-ho Friday.

“Restructuring is time-consuming and painful process. It can only bear fruit when it is persistently pursued with conviction,” he said in a cabinet meeting addressing industrial weaknesses and ways to improve them.

The sectors under scrutiny are shipping, shipbuilding, steelmaking, and petrochemicals whose revenue has been shaved largely due to protracted slowdown in global economy, depressed demand and oil prices, and overcapacity.

To create demand for cash-strapped shipyards idle with lack of orders, the government has promised to accelerate procurement for naval and public-service vessels, and the first orders will be placed within the year, he said.

Along with aid and subsidy program, the government will supervise the restructuring programs as pledged by the three shipbuilding majors and spearhead reorganization, he said. Cooperation from labor union would be essential to draw understanding from creditors, he added.

The government will pool in 6.5 trillion won ($5.5 billion) to enhance competitiveness of local container liners within the year and assist networking between liners and ship-owners to reserve solid cargo presence for local shippers.

The fast-track and restructuring-incentive program would help realign the steelmaking and petrochemical industry to become leaner and competitive in more highly-valued areas to solve overcapacity problems.
