Seoul to ease building height cap and invite foreign funds in Magok district near airport

The Magok Development District expected to be the last mega-scale urban development in Seoul would be able to add high-rise buildings to the neighborhood in the southern western part of Seoul near Gimpo Airport.

Public-run Seoul Housing & Communities Corporation (SH Corp.) Wednesday said it is seeking to lift the city’s building height restriction to a special urban planning site in the Magok Development District to allow developers to construct buildings as tall as 119 meters. The city constructor also plans to invite exhibition and convention facilities, a luxury hotel and shopping mall, creating another COEX-like multi complex in the site.

SH Corp. also said it is reviewing an idea to sell off the entirety of the 82,000 square meter site to foreign investors and currently engaged in talks with Chinese property giant Greenland Group and several other investors. The bid price is expected to begin at 20 million won ($17,400) per 3.3 square meters. The sale talks had begun on the assumption that the height restriction would remain intact. A profit-sharing term would be included if the building cap is eased, an official said.

The city development authority believes the construction would cost 2 trillion won. Foreign funds are keener as they could generate profit from duty-free shop, he said.

Real estate developers expect the building cap to be lifted in 2018.
