South Korean President Park Geun-hye disgraced by the allegations of sharing her executive power with a friend to the point of facing criminal investigation and sparking impeachment talk will miss the 24th summit of the Asia-Pacific Economic Cooperation (APEC) scheduled for Nov. 19-20 in the Peruvian capital of Lima.

The foreign ministry cited the “gravity” of security circumstances following North Korea’s fifth nuclear test for Park’s decision to pass the annual APEC summit, which would be the first time the Korean president misses the event since it was regularized in 1993.

Foreign ministry spokesman Cho June-hyuck in a regular briefing on Tuesday confirmed Park won’t be attending the upcoming APEC meeting.

Prime Minister Hwang Kyo-an is expected to go on her behalf, an official at the prime minister’s office said. Seoul’s leadership in limbo inevitably would be confirmed on the international stage. Park embroiled in unprecedented influence-peddling scandal has surrendered the authority to name the new prime minister and organize a nonpartisan cabinet and agreed to comply with prosecution probe.

The Korean summit would be absent to a key international meeting at a time when geopolitical risks and conflicts among global powers are high, said Korean Ambassador to Russia Wi Sung-lac in an interview with the Maeil Business Newspaper.
