Korean government pledges $6bn subsidy promotion for shipping sector

The South Korean government Monday unveiled state-led relief program for the ailing shipping sector, pledging 6.5 trillion won ($5.7 billion) to rebuild the sector pivotal to exports-reliant economy after the fall of Hanjin Shipping.

It will up the scale of public procurements by doubling the budget for a shipbuilding subsidy fund to $2.4 billion from $1.2 billion, a move that could help both merchant carriers and shipbuilders. The subsidy will be expanded to help shippers add containerships, bulk carriers and tankers in their fleet.

The government will create a new entity with the initial capital of 1 trillion won to buy vessels from financially-troubled shipping companies to lease them to others. The new company would be mostly funded by state lenders Korea Development Bank and the Export-Import Bank of Korea About 10 percent will be reserved for state-run Korea Asset Management Corp. (Kamco) and another 10 percent for private companies.

State-run agency Kamco designed for purchasing distressed assets will up to the fund investing in the trade of secondhand vessels to 1.9 trillion won by 2019 from 1 trillion won.

Another fund designed to assist oceangoing industry will expand portfolio to port infrastructure and up the scale of investment to 300 billion won by next year and 1 trillion won by 2020.

The government said it will continue to polish the outline to build a shipper in the ranks of the world’s top five and another mid-sized carrier strong enough to make top 15. Its comment suggests the second largest Hyundai Merchant Marine will be fostered as the country’s major flag carrier on sea in the place of Hanjin Shipping under court management.
