Foreign ministers of South Korea, the United States and Japan will separately discuss actions against Pyongyang following its fifth nuclear test on Sunday in New York on the sidelines of the United Nations General Assembly, the Seoul foreign ministry said on Wednesday.

South Korean Foreign Minister Yun Byung-se, U.S. Secretary of State John Kerry and Japanese Foreign Minister Fumio Kishida will be meeting for the first time since Pyongyang’s Sept. 9 underground nuclear test that is deemed to be the most powerful to date.

“The meeting taking place in unprecedentedly grave security conditions will discuss comprehensive and powerful sanctions and pressure on North Korea,” the ministry said.

The three would discuss measures to expedite more powerful U.N. Security Council sanctions on top of separate sanctions by the three countries and on international level.

They may touch on imposing secondary boycott.

Yun will meet with Chinese and Russian counterparts to draw support from the two Security Council members that are tolerant of Pyongyang for harsher and effective actions to curb and stop the recalcitrant regime’s nuclear weapons program. Yun is scheduled to make a speech to the U.N. members on Sept. 22.
