  Fitness Equipment Request for Information (RFI) Air Force Installation Contracting Agency (AFICA) 771st Enterprise Source Squadron October 27, 2017   DISCLAIMER: This is a Request for Information (RFI) as defined in FAR 15.201(e).  The purpose of this RFI is to obtain market information and assess industry capabilities to help the 771st Enterprise Sourcing Squadron (ESS) formulate an enterprise acquisition strategy for Fitness Equipment for the U.S. Air Force (USAF).  This RFI shall not be construed as a formal solicitation, request for quote or an obligation on the part of the Government to acquire any product or service.  Responses to this RFI are not offers or quotes and will not be accepted by the Government to form a Blanket Purchase Agreement, delivery order, or binding contract of any nature.  Participants are advised that only U.S. Government Contracting Officers are legally authorized to commit the Government to the obligation of funds.  An RFI does not guarantee a solicitation will be issued.  Submission of any information in response to this RFI is completely voluntary and costs associated with any submission shall not be reimbursed by the Government.  The Government will not respond to or conduct formal debriefings to businesses as part of this RFI.  All information received in response to this RFI that is marked proprietary will be handled accordingly.  The Government shall not be liable for or suffer any consequential damages for any proprietary information not properly identified.  Proprietary information will be safeguarded in accordance with the applicable Government regulations.  Proprietary information or trade secrets should be clearly identified and marked.  Please monitor Federal Business Opportunities (FBO.gov) or General Service Schedule (GSA) Advantage for future information pertaining to this potential requirement. General Information The 771st ESS is a sourcing squadron within AFICA and is located at Wright Patterson AFB, OH. AFICA is the USAF's centralized organization for executing enterprise-wide strategic sourcing of goods and services for Air Force installations.  The 771 ESS utilizes strategic sourcing best practices to improve and re-evaluate organizational purchasing activities and to improve quality and reduce costs for installation acquisition.  AFICA uses "Commodity Councils" with cross-functional subject matter experts to strategically source goods and/or services at the enterprise level.      Current State of Fitness Equipment The USAF has requirements for Fitness Equipment divided into the following three (3) categories: Cardiovascular, Free Weights, and Selectorized (see the Excel attachment "Fitness Equipment Requirements_Specs_Ver_6"). The USAF is currently adjusting  from a decentralized procurement model to a centralized procurement model.  Current locations include the Continental United States (CONUS) and Outside the Continental United State (OCONUS).  Examples of worldwide applicability include:  All 50 states (CONUS, Alaska, and Hawaii) and territories (Guam), Western Europe (Germany, Italy, Poland, Portugal, Spain, Luxemburg, United Kingdom), East Asia (Japan, Republic of Korea) and South Asia (Turkey). Desired State of USAF Fitness Equipment The USAF desires an enterprise solution for centrally ordering Fitness Equipment for all three categories.  The products must be available and supplied for all USAF locations within CONUS and OCONUS AORs.  These products must be available for delivery at all current locations. Request for Information: The USAF is seeking industry solutions to obtain the desired state.  Solutions, in addition to the questions below, should be included in the response.  The USAF will evaluate the potential of competing each category separately, so please carefully review and complete each tab in the Excel document attachment for all three categories.  Instructions for Response Response should indicate the business's interest and qualification information.  Company brochures will not be considered adequate responses. Responses are due not later than 12:00 P.M. Eastern Time, Thursday, November 30, 2017. The Government will not accept late submissions or extend this deadline.  The Government highly encourages all interested parties to provide complete and thorough responses to this RFI; however, not responding will not preclude participation should a solicitation be released.  All information received in response to this RFI that is marked proprietary will be handled accordingly.  The Government shall not be liable for or suffer any consequential damages for any proprietary information not properly identified.  Proprietary information will be safeguarded in accordance with the applicable Government regulations. Proprietary information or trade secrets should be clearly identified and marked.   Please fill-out both Attachment 1 and Attachment 2 for your firm's response. The USAF will consider competing each category separately, so please look carefully and complete each tab in the Excel document (Attachment 2) for all three categories.  The Government prefers that responses should be sent via email to the Contracting Lead at amber.hale@us.af.mil as well as any questions that may arise from this request.
