PRESOLICITATION NOTICE: General Services Administration (GSA) Boston Regional Office will be issuing a Request for Proposals (RFP) to solicit for and award a Firm- Fixed Price Design-Build (DB) contract for Fire Sealing Penetrations at the John J. Moakley Federal Courthouse in Boston, MA The scope of this contract is to ensure the Courthouse is in compliance with the 2015 edition of the International Building Codes (IBC) Sections 714 & 715, the Facilities Standards for the Public Buildings Service (PBS) P-100, GSA fire stopping specification and Firestop Contractors International Association (FCIA) fire stopping specification. The magnitude of this project is between $100,000.00 and $1,000,000.00 The NAICS code for this service is 238310 Drywall and Insulation Contractors. The Small Business Size standard is $15 MILLION. Bid Guarantee will be required with bid. Payment and Performance bonds will be required for the full amount (100%) of the awarded contract before the Notice to Proceed (NTP) can be issued. The solicitation will be available on or about August 16, 2017. This solicitation is being issued as Unrestricted Full and Open. This is a source selection procurement requiring both technical and price proposals. Contract award will be made to the offeror proposing the Lowest Priced Technically Acceptable (LPTA) proposal. This is an urgent requirement for GSA and no extensions will be grant. Any amendments will only be available from the FBO website. Offerors are responsible for checking the FBO website frequently for any update(s) to this Pre-Solicitation Announcement or amendments to the Solicitation.
