The U.S. Fish and Wildlife Service intends to award on a Sole-Source basis to Pond & Company for construction administration services (Title III) for the National Conservation Training Center Dehumidification project. The resultant contract will be for the Title III services to include technical reviews of construction submittals and special inspections. Pond & Company is uniquely qualified to provide the required construction services as they are the contractor that designed the project. The period of performance for the proposed contract is from the date of award until 28 February 2018. The proposed contract is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b). The proposed contractor has unique capability to complete the construction administration services for the work conducted as a result their own design. The construction work is being conducted by a separate vendor under separate contract. The design was a result of a previously competitive award, and this new contract for the administrative services will be a logical follow-on to the design services.

 All responsible sources may identify their interest and capability for this requirement by responding to this announcement. All proposals received within fifteen days after date of publication of this synopsis will be considered by the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
