Item Name: Tire, Pneumatic, Vehicular 7  National Stock Numbers (NSNs) Unit of Issue: EA Destination Information: FOB Point will be within CONUS U.S.   NAICS Code: 326211; small business size standard is 1,500 employees.  NAICS 326212 (Retread Tires) business size standard is 500 employees. This solicitation is being issued under the authority of 10 U.S.C. ?§2304(c) (1) and FAR 6.102 based upon competitive procedures.  Sources must qualify on subject Qualified Products List.   FOB and Inspection/Acceptance (I/A) will be at Destination. The proposed procurement will be a Requirements Contract (s) and will be for a total of three (3) base years.  There is a possibility split-awards may occur.   Option years will not be included in this solicitation. The required delivery for these items is stated in the solicitation. Procurement Item Descriptions (PID) are included in the synopsis as an attachment.  Based upon market research, the Government is using the policies contained in FAR Part 12 (Acquisition of Commercial Items) in its solicitation for the described supplies or services. This will be solicited as full and open competition.  All sources to receive an award must be on the Qualified Products List (QPL) 5041 for new tires and QPL 5041 for retread tires.  The solicitation will be available on the Internet athttp://www.dibbs.bsm.dla.mil/. Due to system constraints, it may take as long as three business days from the stated issue date for the solicitation to post to DIBBS.  Offerors may obtain the specifications, standards, plans, drawings, data item descriptions, and other pertinent documents cited in this synopsis by submitting a request to:  Product Data Management Initiative at https://pcf1.bsm.dla.mil/cfolders Include the number of the solicitation and the title and number of the specification, standard, plan, drawing, or other pertinent document.  RESPONSE DATE: Offers/Responses will be due prior to the closing date and time specified in Block 8 (Offer Due Date/Local Time) on Page 1 of Standard Form 1449 (Solicitation for Commercial Items). All responsible sources may submit an offer/proposal, which shall be considered.  The Government will be conducting a Lowest Priced Technically Acceptable (LPTA) source selection, I/A/W FAR 15.101-2. The Contracting Officer will open and evaluate all offers to determine technical acceptability. The award decision will be made based on the lowest evaluated price of proposals meeting the acceptability standards for non-cost factors, as outlined below:  A technically acceptable proposal will be determined through an evaluation of each offeror's proposal by the Government.
