PROJECT TITLE: Replace Wood Shingle Roof THIS IS A PRE-SOLICITATION NOTICE ONLY!!! The National Park Service, Midwest Region Major Acquisition Buying Office (MABO), intends to issue a solicitation to replace a Wood Shingle Roof at Herbert Hoover National Historic Site. The solicitation documents will be issued on or about May 25, 2018 and will be posted on Federal Business Opportunities (https://www.fbo.gov). This notice is for informational purposes only and is not a request for submission of offers. The Government is not obligated to issue a solicitation as a result of this notice. No other information is available until issuance of the solicitation. In order to be awarded a contract an offeror must have a DUNS number, be registered and active in the System for Award Management (SAM), http://www.sam.gov, and have completed their Online Representations and Certifications. The work consists of furnishing preparation, removal and replacement in kind of existing shingles, flashing, gutters, downspouts and related clean-up at each location. Miscellaneous sheathing repairs, if required. Coordination for shop painting of roof accessories with separate painting contract shall occur at the C. E. Smith House and Gazebo. This shall be the first scheduled replacement as to coordinate with painting contract that will follow the shingle replacement. THIS PROCUREMENT IS 100% SMALL BUSINESS SET-ASIDE AND IS OPEN TO ALL RESPONSIBLE SMALL BUSINESS SOURCES. Type of Contract: One (1) Firm-Fixed Price Contract will be awarded on a best value basis. NAICS CODE: 238160 (Roofing Contractors). The small business standard is $15M. In accordance with FAR 36.204(c) the Project Magnitude is between $100,000 and $250,000. Contract Period of Performance: Estimated at 90 days SITE VISIT: A site visit prior to quote submission is strongly encouraged. Site Visit information will be in the posted solicitation. THE PROJECT IS SUBJECT TO THE DAVIS-BACON ACT: General Decision Number: IA180009 01/05/2018 IA9 Superseded General Decision Number: IA20170009 State: Iowa Construction Type: Residential Counties: Allamakee, Buchanan, Butler, Cerro Gordo, Chickasaw, Clayton, Delaware, Fayette, Floyd, Franklin, Hardin, Howard, Mitchell, Winneshiek and Worth Counties in Iowa. PAYMENT PROTECTIONS: A bid bond (SF- 24) at least 20 percent of the bid price. A performance bond (SF-25) and payment bond (SF-25a) will be required 100% of the contract price and insurance will be required for this project.
