DESCRIPTION: The Monongahela National Forest (managed by the USDA Forest Service) in West Virginia has a requirement to establish an Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract for timber stand improvement work. The Contractor will be required to furnish all labor, materials, equipment, tools, supplies, transportation and incidentals necessary to perform Timber Stand Improvement work. Work will consist crop tree release and grapevine treatment. The purpose is to release preferred trees from competing trees and vines. The preferred trees are, for the most part, mast (food for wildlife such as acorns, nuts and other edible seeds) producing and may also be valuable timber species. This project will allow the crop trees to grow faster which will allow them to produce mast sooner and increase wood growth for timber production. A detailed description of the requirements will be contained in the solicitation document. All deliverables must be in compliance with the terms, specifications, conditions and provisions of this solicitation and are to comply with applicable Local, State and Federal codes. LOCATION:Performance of Timber Stand Improvement work could be required on Forest Service land within any of the four (4) district areas of the Forest. NORTH ZONEGreenbrier Ranger District; Bartow, WVWest Virginia Counties: Pocahontas; Randolph Cheat / Potomac Ranger District; Parsons and Petersburg, WVWest Virginia Counties: Barbour; Grant; Pendleton; Preston; Randolph; Tucker SOUTH ZONEGauley Ranger District; Richwood, WVWest Virginia Counties: Greenbrier; Nicholas; Pocahontas; Webster Marlinton / White Sulphur Ranger District; Marlinton and White Sulphur Springs, WVWest Virginia Counties: Greenbrier; Pocahontas; Randolph; Webster INFORMATION FOR OFFERORS:This requirement is being solicited as a commercial item. Requests for Proposal (RFPs) are being requested in accordance with FAR Part 12 (Acquisition of Commercial Items). Award of multiple firm, fixed-price multiple year performance based service contracts are anticipated. The requirement is for a base period and an additional 4 (four) one-year option periods. Vendors should propose prices for all contract items on the Schedule of Items for the base and all option periods. A minimum of $2,500 is guaranteed in the base period only. The maximum value for the base period and all option years combined will not exceed $1,000,000.SET ASIDE:This procurement is set aside 100% for Small Businesses. The NAICS code is 115310 - Support Activities for Forestry and the Small Business Size Standard is $7.5 million. CONTRACTOR QUALIFICATIONS:All Vendors must have an active registration in the System for Award Management (SAM) database prior to award of a contract. Registration in SAM may be completed on the web at www.sam.gov. This solicitation will ONLY be available electronically. All solicitation documents will be available from the Federal Business Opportunities website (www.fbo.gov) on or around May 7, 2018. Responsible sources may submit a proposal which, if timely received, shall be considered by the Agency.
