Naval Sea Systems Command - Expeditionary Missions (PMS 408) is requesting information on technologies for inclusion in, or upgrade to, those provided by the Joint Counter Radio Controlled Improvised Explosive Device - Electronic Warfare (JCREW) Increment 1 Block 1 (I1B1) Family of Systems (FoS). This Request for Information (RFI) initiates market research under Federal Acquisition Regulation (FAR) 15.201 for JCREW I1B1 Technology Insertion (TI) projects. JCREW I1B1 is an open architecture, software programmable, radio system that protects personnel, vehicles, and installations by preventing the initiation of Radio Controlled Improvised Explosive Device (RCIED). JCREW I1B1 also provides a Counter Unmanned Aerial System (C-UAS) capability. The Government is seeking technology to ensure the system remains operationally relevant and technologically current over the next ten years, while retaining the current open architecture. The Government is interested in all potential Department of Defense (DoD) sources, including Government, Commercial, and Academic entities (hereinafter "vendor"). The Government seeks information in support of a JCREW I1B1 Technology Insertion / Technology Refresh (TI/TR) roadmap to develop and field improvements to JCREW I1B1 as well as to mitigate obsolescence. The Government does not intend to award a contract based on this RFI or pay for the information. This RFI is solely for market research, informational and planning purposes. This is not a Request for Quotation or a Request for Proposal, and it is not to be construed as a commitment by the Government. No solicitation, statement of work, specification, or requirements package exists at this time. Issuance of this notice does not constitute any obligation on the part of the Government to procure these items or to issue a solicitation. Responses to this notice cannot be accepted as offers. No entitlement to payment of direct or indirect costs or charges by the Government arises as a result of submitting responses to this RFI or the Government's use of submitted information. Any information that the vendor considers proprietary or confidential business information should be clearly marked as such. Responses to this RFI that indicate information therein is proprietary or represents confidential business information will be received and held in confidence for use by U.S. Government and support contractors as described herein. The information provided in this RFI is subject to change. The Government is under no obligation to revise any aspect of this RFI should any information herein change. The Government will provide any additional information and issue any additional requests for information at its sole discretion.
