PRE-SOLICITATION NOTICE IAW FAR 5.204: This is a pre-solicitation notice only. This notice replaces all previous notices for solicitation: FA4890-17-R-0007. Air Combat Command, Acquisition Management Integration Center (ACC AMIC) anticipates issuing the final RFP on/or about 1 December 2017 with a closing date on/or about 26 Feb 2018. This will be a Full and Open Competition with a Small Business set-aside. The Government intends to make multiple awards from the solicitation. The North American Industry Classification System (NAICS) code for this requirement is 611512 with a small business size standard of $27.5M. This is a DRAFT Solicitation to obtain industry input/questions. The information provided in this notice is subject to change and is not binding on the Government. This notice DOES NOT constitute a Request for Proposal (RFP) and is not a commitment by the U.S. Government to procure subject services. Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any proposal costs. This acquisition is to provide realistic advanced adversary air threats from commercial ADAIR sources to support pilot combat readiness training. For the purpose of this program, the terminology "CAF" refers to both the Combat Air Forces and those Formal Training Units (FTU) supplying Combat Air Forces. CAF ADAIR contractors may support multiple customers/locations across the CAF and shall provide complete ADAIR services including, but not limited to: aircraft; aircraft systems support; pilots; aircraft maintenance; support equipment; program, quality and contract management to meet PWS and Task Orders (TOs) requirements. Performance under this contract is projected to include, but not limited to, the following 12 sites: Eglin AFB, FL; Hickam AFB, HI; Hill AFB, UT; Holloman AFB, NM; Kelly Field ANGB, TX; Kingsley Field ANGB, OR; Langley AFB, VA; Luke AFB, AZ; Nellis AFB, NV; Seymour Johnson AFB, NC; Tucson ANGB, AZ; and Tyndall AFB, FL with ancilliary deployment support to other CONUS (including Alaska) locations. The IDIQ period of performance will cover a ten year ordering period. The Government estimates to make awards on/about January 2019. The Government will use the Internet and email as the primary means of disseminating and exchanging any information concerning this requirement. The draft solicitation and attachments are posted with this announcement. It is the offeror's responsibility to monitor the internet for the release of the Final Solicitation and closing date. It is also the offeror's responsibility to carefully review all documents posted with the final RFP for any updates or changes since the release of the draft documents. A pre-proposal conference is tentatively scheduled for 14 December 2017 at Langley AFB (subject to change). Additional information will be forthcoming. Offerors must be registered in the System for Award Management (SAM) at www.sam.gov under NAICS code 611512. Interested parties are cautioned to ensure the information listed in SAM is current and correct. Interested parties are to submit all correspondence pertaining to this requirement in writing to the POCs listed below. Hard copies of documents posted on FBO will not be made available. The Government will provide an email confirmation receipt. EST to the CAF ADAIR email inbox ACCAMIC.DRX.AdversaryAir@us.af.mil. All responses must include the following information: Company Name; Company Address; Company Business Size; and Point-of-Contact (POC) name, phone number, and e-mail address. The Government is requesting Industry comments at this time on the draft documents posted with this notice. 2. Foreign Contractors: This contract requires a "Secret" clearance. Foreign contractor participation is prohibited under this solicitation. The acquisition will require the disclosure of classified military information and controlled unclassified information in which foreign contractors are considered non-qualified suppliers and thus are prohibited from submitting proposals.
