The National Cemetery Administration is soliciting offers under Solicitation No. VA786-16-Q-0326 for the following service at Ft Custer National Cemetery; 15501 Dickman Rd.; Augusta, MI 49012:

 Contractor shall provide all labor, materials, tools, equipment, transportation and supervision to construct new sidewalk in front of the Memorial Flag Pole wall. All work shall be performed by a licensed full time professional with two or more years of experience in the respective trade.

 The Magnitude of Construction: Between $25,000 and $100,000.

 A bid guarantee is not required. Payment and performance bonds may be required.

 Work shall be performed in strict accordance with all terms, conditions, specifications, schedules and drawings. Performance shall be in accordance with the requirements, conditions, terms and representations contained in this solicitation and any pertinent Federal and OSHA Occupational and Safety regulations.

 Site visit: Only one organized site visit.

 Date not fully decided, it will be either Friday the 2nd, Tues the 6th or Wed the 7th. Meet at the Admin Building.

 If you cannot attend the site visit, you may look around on your own; however, there will be no cemetery personnel to answer questions or give tours other than at the organized site visit. Please call COR Pete Sardo at 269-731-4164 so he knows you are coming on a different date/time. Photos are not permitted unless you have written permission and are with a Cemetery Employee.

 All questions before and after the site visit shall be submitted in writing to the Contract Officer (CO) at Katherine.Iacovelli@va.gov. The question period ends Sept 8 at noon.

 Bidders are urged and expected to inspect the site where work is to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance. In no event shall failure to inspect the site constitute grounds for a claim after award.

 Proposals will be evaluated and award will be made to the lowest priced responsible offeror conforming to the solicitation, who is determined to be in the best interest of the Government, price and other non-cost factors considered. An offeror's proposal may not be considered when proposed cost is unreasonably high or unrealistically low. Non-price factors that will be evaluated to determine award are past performance, risk and technical approach. Responsibility determination will be made in accordance with FAR 9.1 Responsible Prospective Contractors. Price will be evaluated on the basis of its realism and acceptability to the Government.

 This procurement will be set aside for 100% SDVOSB.

 The NAICS Code is 237310. Size standard is $36.5Million. Electronic solicitations will be available for download from http://www.fbo.gov on or about August 29th, 2016.

 Responses to the solicitation are due by 5:00 pm Eastern Time on 9/16/2016 through the Vendor Portal only.

 Any amendments to the solicitation will also be available at www.fbo.gov. Offerors are advised they are responsible for obtaining any amendments.

 Information shall be submitted in the manner requested in FURTHER INSTRUCTIONS TO OFFERORS. Failure to submit all documentation required as required so may result in your submission being determined non-responsive and removed from further consideration.
