This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12 and 13, as supplemented with additional information included in this notice.

Synopsis/Solicitation N00178-16-T-0188 is issued as a Request for Quotation (RFQ). The synopsis/solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Regulation.

This requirement is not eligible for small business set-aside.

The Naval Surface Warfare Center, Dahlgren Division (NSWCDD), intends to procure, on a sole source basis, a quantity of one (1) Savant Software License with Maintenance to ANSYS, Incorporated, 2600 ANSYS Drive, Canonburg, PA, 15317. The Savant software is the only Shooting and Bouncing Ray (SBR) Computational Electromagnetic (CEM) analysis tool that incorporates Physical Theory of Diffraction (PTD), Curved Surface Divergence Factor, Creeping Wave (CW), and Uniform Theory of Diffraction (UTD) edge ray diffraction features.

ANSYS, Inc. is the sole provider of this proprietary software and support.

Please include shipping/freight cost for FOB destination Dahlgren, VA 22448-5114, if applicable. Simplified Acquisition Procedures (SAP) will be utilized for award in accordance with FAR Part 12. The order shall be firm fixed price.

All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency.

In order to be eligible for award, firms must be registered in the System for Award Management (SAM). Offerors may obtain information on registration in SAM by calling 866-606-8220, or via the Internet at https://www.sam.gov.

Quote is due 12 August 2016, no later than 11:00 a.m. EST with an anticipated award date by 30 September 2016. Questions and responses regarding this synopsis/solicitation may be submitted by e-mail to patricia.honosky@navy.mil prior to the RFQ closing. Email should reference Synopsis/Solicitation Number N00178-16-T-0188 in the subject line.
